Board Meeting Minutes

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, January 11, 2017 at the Divernon Village Hall.  Village President Randy Rhodes called the meeting to order at 6:30 p.m.  After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes "Here", Wayne Jones “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”.  Also in attendance were Police Chief Barclay Harris, Superintendent Jeremy Rhodes, and Treasurer Christine Nichols. Melissa Layton was absent.

A motion was made by Baer and seconded by Hedges to approve the minutes of December 28, 2016.  The motion passed 5-0.

Nichols spoke to the Board concerning IRS regulations for reimbursements to employees.  The Board determined that changes in procedure should be made to assure that all reimbursements are in compliance with IRS regulations.

Brenning presented the bills with a motion that they be approved.  After Baer seconded the motion it was approved 5-0.

Dale Shoemaker was in attendance in regards to his water and gas bill.  He now has his account up to date.   The Board thanked him for his diligence in this matter.

Supervisors Reports:

Public Works:

Jeremy Rhodes thanked the Board for the Christmas bonuses for him and his crew.  He reported that public works employee Chad McCready had submitted his resignation.  Ryan Woker has completed his ICC training for on call gas related issues.  Weather permitting, the Christmas lights will be taken down tomorrow.  One water break occurred last week, and with the frozen ground it was difficult to find but was eventually repaired.

Police:

Chief Harris reported that he had attended a chief’s meeting with local FBI.  The meeting was to explain how the FBI can be of assistance to local agencies.  He and his officers have been working on ordinance violations with good success.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Harris reported that Toni’s I55 Restaurant is scheduled to have their final inspection tomorrow and hopefully will be open sometime next week. 

Public Utilities, Water, Sewer and Gas:

A discussion was held on the new agreement between the Village and the Otter Lake Water Commission.  There are concerns on three issues, responsibility for repair of meters, the three year notice for termination of the agreement, and raising of water rates.  The item was tabled and Divernon’s representative on the commission, Jake Rettberg will be asked to attend the next meeting to address these issues.  A motion was made by Baer and seconded by Jones to accept the resignation of Chad McCready.  The motion carried 5-0.

An ad will be placed in the local paper, on Facebook, and Indeed.Com regarding the position.  Applications will be due on January 27th and interviews will take place on February 8, 2017.

Finance, Personnel, Technology, GIS:

Brenning submitted the invoice from Designer Landscapes for $2034.45 for their annual work in the Village to be added to the bills.  It should be paid from the TIF fund.

Public Safety, Police, Health and Safety:

Mayor Rhodes reported that officer Josh Hayes had completed his extended probation and is due for his one year increase.

Public Works, Streets, Alleys and Sidewalks:

Nothing to report.

Building Grounds and Lights, Parks, Recreation:

Nothing to report.

Old Business: 

Nichols pointed out the Personnel Code regarding the number of vacation days that can be carried over from year to year needs to be clarified.

New Business:

A motion was made by Jones to approve the request from Toni’s I55 Restaurant for a gaming permit.  After the motion was seconded by Hedges, it was approved 5-0.

A motion was made by Copelin to go into executive session to discuss personnel issues at 7:40 p.m.

The Board returned to regular session at 7:50 p.m.

No other action was taken.
