The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, April 13, 2016 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance was Superintendent Jeremy Rhodes and Village Attorney Dwight O’Keefe. Chief Barclay Harris, Jim Copelin and Melissa Layton were absent.

Brenning presented the Village bills with a motion that they be approved. After Baer seconded the motion it was approved 4-0 with the Mayor voting.

A letter of resignation was received from Trustee Jamie Morgan explaining that he had moved outside of the Village. A motion was made by Hedges and seconded by Baer to accept the resignation. The motion passed 4-0 with the Mayor voting.

Mayor Rhodes nominated Wayne Jones to fill the vacant trustee position. A motion was made by Baer and seconded by Hedges to appoint Jones. The motion was approved 4-0 with the Mayor voting. Clerk Molnar then swore in Jones to the position.

Doug Swartz asked if the ditch on the south side of his property could be cut to help move the water that is standing attracting mosquitos. Rhodes explained that it is on State of Illinois right of way and would have to be done by the state. Rhodes will contact someone to see if something can be done.

Mayor Jeff Clarke, Trustee Dave Skinner and Attorney John Meyers of the Village of Pawnee were in attendance. Pawnee has received a letter from CWLP requesting permission to take samples from the discharge of their sewer plant. They would also like samples from Divernon and Virden. It is likely this has to do with the Hunter Lake project. Meyers, and O’Keefe will get together with Virden’s attorney to put together a response.

Supervisors Reports:

Public Works:

Superintendent Rhodes reported he is working on some ditches to prepare roads for oil and chipping later this year. He said he needs to get dirt off of the sides of the roads in preparation for the resurfacing.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Hedges presented the Beer Garden and Sidewalk Cafe Ordinance(2016-002) that he has been working on. After a short discussion, Hedges made a motion to approve the ordinance. Jones seconded and the motion passed 4-0. R. Rhodes said that the liens owed to the Village from the closed gas station property have been paid, but he had no other updates. Molnar will contact David Catlin for an update on the TIF project.

Finance, Personnel, Technology, GIS:

Treasurer Christine Nichols supplied the Board with a three year comparison of revenues. Brenning reported that the new billing system gives the Village the option of making online payments available to customers if the system can get 100 customers signed up. It was decided to get the system up and running and look into it at a later time.

Public Safety, Police, Health and Safety:

Nothing to report.

Public Works, Streets, Alleys and Sidewalks:

Nothing to report.

Building Grounds and Lights, Parks, Recreation:

Nothing to report.

New Business:

None.

A motion was made by Hedges and seconded by Baer to go into executive session at 8:14 p.m. to review executive session minutes.

The Board returned to open session at 8:23 p.m.

A motion was made by Brenning and seconded by Hedges to open the executive session minutes from the following dates:

December 11, 2013, December 29, 2014, February 25, 2015, March 25, 2015, April 22, 2015, May 13, 2015, July 22, 2015, November 25, 2015 and December 9, 2015.

The motion was approved 4-0 with the Mayor voting. Jones voting present.

Motion by Hedges to adjourn at 8:27 p.m.
