Board Meeting Minutes

Minutes April 24, 2013

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, April 24, 2013, at the Divernon Village Hall. Mayor Pro Tem Melissa Layton called the meeting to order at 7:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance was Police Chief Barkley Harris. Randy Rhodes was absent.

A motion was made by Cronister to approve the minutes of April 10, 2013. Hedges seconded and the motion passed 5-0.

Brenning presented the Village bills with a motion that they be approved. After Baer seconded the motion, it was approved 5-0.

Township Collector Jann Belford was present to request the use of the Village Hall for four days in May to collect property taxes. The Board was in agreement as long as it didn’t interfere with normal Village business.

Superintendent Report:

Superintendent Rhodes was not present. There was a discussion on the recent flooding due to heavy rains. The issue will be presented at a public hearing to be held on Wednesday, May 15, 2013 at the Masonic Lodge at 6:30 p.m.

Police Report:

Chief Harris reported that UCB Bank, Dowson Farms, and Fred Jessup had purchased a taser for the police department. He will get his officers certified for its use. One squad car is still in the shop. A part time officer will be on duty for the annual cleanup day to make sure that everyone participating are residents of the Village.

Committee Reports:

Streets, Alleys, and Utilities:

A motion was made by Cronister and seconded by Copelin to accept the Consumer Confidence Report supplied by Benton and Associates. The motion passed 5-0. L. Rhodes supplied the Board with a cost estimate on putting a new gas meter at 415 S. State Street.

Finance:

A motion was made by Hedges and seconded by Copelin to approve Appropriation Ordinance 2013-001. The motion was approved 5-0.

Personnel:

Sue Arter will be asked to keep a mileage record for trips to the post office and bank for reimbursement for her gas.

Health and Safety:

Copelin will have an update at the next meeting on letters that will go out to properties that need to be cleaned up. An email was discussed about standing water in properties on Corn Silk Lane. This too will be addressed at the public hearing. Copelin will talk to Arter about contacting Ameren for a resolution to be passed for additional street lighting on Corn Silk Lane.

Community Development:

Layton reported on the following: The Village newsletter has been sent out. MacMurray Park has been cleaned up and has been getting a lot of use. Rettbergs have repaired the scoreboard. The annual Village wide garage sale has been advertised and the annual clean up day has been scheduled for May 11, 2013. The Village will request donations from those participating in the Village garden to help offset water costs.

Building Grounds and Lights:

Hedges will look into potential problems with the accounting software.

Old Business:

None.

New Business:

A motion was made by Cronister and seconded by Brenning to purchase a full page ad in the Divernon Homecoming ad book. The motion was approved 5-0.

A motion was made by Copelin and seconded by Hedges to purchase an ad in the Divernon News congratulating this year’s high school graduates at a cost of $37.50. The motion was approved 5-0.

A resolution from the Otter Lake Water Commission was tabled.

A motion was made by Baer to go into executive session to discuss personnel at 8:14 p.m.

The Board returned to regular session at 8:42 p.m.

A motion was made by Cronister and seconded by Brenning to approve the following salary adjustments. Full time employees Larry Rhodes one percent, Dave Adcock ½ percent, Jeremy Rhodes two percent, Ron Killiam one percent, Sue Arter 50 cents per hour plus mileage, Barkley Harris two percent, William Price one percent and Neil Brown one percent. Part time employees Robert Caldwell 50 cents per hour, Nellie Allen, Jan Bowsher, Dewaine Hoagland, Trevor Daily, Gary Mellor and Joe Gray 25 cents per hour. The motion passed 5-0.

Motion by Baer to adjourn at 8:44 p.m.
