Board Meeting Minutes

Minutes April 27, 2016

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, April 27, 2016 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Wayne Jones “Here”, Melissa Layton “Here”, Larry Baer “Here”, Derek Hedges “Here”. Also in attendance were Superintendent Jeremy Rhodes and Police Chief Barclay Harris. Jim Copelin and Dianne Brenning were absent.

A motion was made by Hedges and seconded by Baer to approve the minutes of April 13, 2016. The motion passed 4-0 with the Mayor voting. Layton voting present.

A motion was made by Hedges and seconded by Jones to approve the executive session minutes of April 13, 2016. The motion passed 4-0 with the Mayor voting. Layton voting present.

Baer presented the Village bills with a motion that they be approved after adding an item for postage for the quarterly newsletter of $131.00. After Layton seconded the motion it was approved 4-0.

David Catlin, the owner of Maddy’s Tavern was in attendance to update the Board on his efforts to reopen the business. He is currently working with his insurance company and also with Sangamon County to get blueprints approved for construction. He also said the fire has set back his efforts to restore the old Vi’s Tavern. He will miss the June deadline for a TIF reimbursement.

Supervisors Reports:

Public Works:

Superintendent Rhodes will get bids to have 100 amp service installed which is required for the new natural gas rectifier. Mike Crain of Towle Road has asked to extend his driveway culvert by 16 feet. A discussion was held on what the responsibilities of the Village and the homeowner are in a situation like this. There are a variety of types of culverts in the subdivision and some are too small, while others have not held up over the years. The Village will require new culverts to meet specifications. Molnar will contact the Village Attorney on the issue.

Police:

Chief Harris reported that a number of golf cart permits have been issued. A request has been made by someone from outside the Village for a permit. The Board determined that it would be allowed. All three full time officers attended a class on Legal Updates for 2016. Harris is asking residents to keep their vehicles locked as there have been a number of break-ins.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Hedges presented the Board with two items to add to the recently passed Sidewalk Cafe and Beer Garden Ordinance. They included a sidewalk cafe permit application and a temporary beer garden fence waiver. Mayor Rhodes reported that he had received a call from Josh Collins of the Springfield/Sangamon County Chamber of Commerce. He hopes to have more information in a couple of weeks on the negotiations to purchase the service station on Brown Street.

Public Utilities, Water, Sewer and Gas:

Nothing to report.

Finance, Personnel, Technology, GIS:

Jason Knoedler of the Bank of Springfield was present. He had paperwork that required the necessary signatures to finalize the lease/purchase agreement for the new water and gas meters.

Public Safety, Police, Health and Safety:

Nothing to report.

Public Works, Streets, Alleys and Sidewalks:

An ad is currently running in the local paper for the annual sidewalk replacement program.

Building Grounds and Lights, Parks, Recreation:

Layton reported that the Village Newsletter will be mailed out on Friday, April 29, 2016. The Village wide garage sale will be on May 7, 2016.

Old Business:

None.

New Business:

The Board authorized the purchase of an ad to congratulate the Auburn High School Graduates in the Auburn Citizen and Divernon News at a cost of $37.50.

A motion was made by Hedges and seconded by Baer to go into executive session at 8:15 p.m. to discuss personnel.

The Board returned to open session at 8:50 p.m.

A motion was made by Baer and seconded by Hedges for the following:

All qualified full time and part time employees will receive a 2% salary increase effective May 1, 2016. This will include all employees with the exception of Jason Horn and Chad McCready who received their increases in November 2015. In addition, McCready will receive a $3.00 per hour increase for becoming certified as a Gas Operator as agreed upon at the meeting of November 25, 2015.

The motion carried 4-0.

Motion by Layton to adjourn at 8:55 p.m.
