Minutes April 9, 2014

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, April 9, 2014, at the Divernon Village Hall. Mayor Pro Tem Melissa Layton called the meeting to order at 6:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Larry Rhodes. Randy Rhodes and Derek Hedges were absent.

A motion was made by Baer to approve the minutes of March 26, 2014. Brenning seconded and the motion passed 4-0.

Brenning presented the Village bills with a motion that they be approved after adding an item to the police budget for dog catcher. After Baer seconded the motion, it was approved 4-0.

Jim Becker was in attendance to address the Board on a couple of items. He would like the advertisement for the annual Village Wide Garage Sale changed from 8:00 until noon to a later closing time. He feels that some people don’t get off work until noon and would come to town if vendors were open later. The Board agreed to change the ads. He also brought up a problem with storm water drainage on Blackington Lane. Some of the culverts are clogged and others need some maintenance. The culverts are property of the homeowners and are ultimately their responsibility. The Board will look into the problem.

Superintendent Report:

Superintendent Rhodes and his crew have completed work on repairing tile holes and damage caused by water breaks over the winter. They are going to begin patching streets next.

Police Report:

Chief Harris is presently doing background checks on candidates for the position of part time police officer. He will set up interviews with Baer and Copelin next week. Officers will attend a class for active shooter training that is state mandated. A motion was made by Cronister and seconded by Copelin to purchase two dog kennels at a cost of $599.96. The motion was approved 4-0. Harris gave the Board an update on the recent break-in at the Phillips 66 station.

Committee Reports:

Streets, Alleys, and Utilities:

Cronister made the motion to approve resolution number 2014-001. It is a resolution approving a contract for the provision of electricity for the Village of Divernon’s electric aggregation program. After the motion was seconded by Baer it was approved 4-0. She gave an update on the Safe Routes to Schools program. An ad has been place in the Divernon News for the annual sidewalk program.

Minutes April 9, 2014

Health and Safety:

Copelin has a number of letters to be mailed out to residents concerning the condition of their properties. A motion was made by Copelin and seconded by Cronister to approve resolution number 2014-002. The resolution is authorizing the execution of a law enforcement mutual aid agreement and the existence and formation of the Illinois Law Enforcement Alarm System by Intergovernmental Cooperation. The motion was approved 4-0.

Community Development:

Layton updated the Board on the requirements to have the two abandoned houses on State Street demolished. She was given an outline from engineers at the Sangamon County Health Department. She will follow up with them before publishing the notice of demolition in the paper. After public notification the houses will be demolished. She also reported that the Village Newsletter has been mailed. In addition signs have been put up for the Village wide garage sale, clean-up day and the recycled electronics collection.
