Minutes February 10, 2016

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, February 10, 2016 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Jamie Morgan “Here”, Melissa Layton “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Jeremy Rhodes. Jim Copelin arrived at 6:35 p.m.

A motion was made by Baer and seconded by Layton to approve the minutes of January 13, 2016. The motion passed 4-0. Morgan voting present.

A motion was made by Hedges and seconded by Morgan to approve the minutes of January 27, 2015. The motion passed 5-0.

Brenning presented the bills with a motion that they be approved. After Baer seconded the motion it was approved 5-0.

Supervisors Reports:

Public Works:

Superintendent Rhodes reported that Mike Bolash had taken down the Village’s Christmas lights at no charge to the Village. A thank you card will be sent to Mike. Baer suggested and the Board agreed that in the future that the Village should just hire Bolash to do the work.

Police:

Chief Harris reported that his officers have been busy with calls to the truck stop.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Hedges distributed a draft of a proposed ordinance in regards to beer gardens and sidewalk cafes. He asked the Board to look it over and make comments and suggestions. Mayor Rhodes reported that a trucking company is looking for property to set up a terminal. Molnar will be meeting with a representative of the company next week. There is nothing new to report on the closed service stations.

Public Utilities, Water, Sewer and Gas:

Baer is getting bids from businesses that are interested in doing the random drug testing for the Village. The current contract the Village is in expires at the end of June. Jeremy Rhodes supplied the Board with a list of projects he would like to undertake this year including replacing a water main.

Finance, Personnel, Technology, GIS:

Brenning distributed a draft of the annual Appropriation Ordinance that she and Baer have been working on and asked the Board to review.
