Board Meeting Minutes

Minutes February 12, 2014

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, February 12, 2014, at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 7:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Pam Cronister “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance was Police Chief Barclay Harris. Jim Copelin arrived at 7:06 p.m. Melissa Layton and Superintendent Larry Rhodes were absent.

A motion was made by Hedges to approve the minutes of January 22, 2014. Baer seconded and the motion passed 4-0.

Brenning presented the Village bills with a motion that they be approved. After Baer seconded the motion, it was approved 4-0.

John Levernz was present to ask about snow plowing and salting on Corn Silk Lane. He felt that this street was overlooked by the street crews. Superintendent Rhodes was not present. Mayor Rhodes said that he would look into it. Levernz also asked if there could be a better system put in place to notify residents of boil orders instead of just using radio and television. The Mayor explained that the Village had just put in place the eLert notification system. Residents can be notified of boil orders and other emergencies via text message and email by signing up for the system on the Divernon Village website www.divernonil.gov.

Superintendent Report:

Superintendent Rhodes was not present. Mayor Rhodes gave the Board an update on a number of recent water line breaks.

Police Report:

Chief Harris would like to attend the Illinois Enforcement Alarm System class on March 2, 3, and 4 in Springfield at a cost of $200.00. He was given the ok. The inside door to the Police Department is not closing correctly. Craig Ladage will be contacted to look at it. The track on one of the garage door openers in the police garage needs to be replaced. Harris will get bids on having it replaced.

Committee Reports:

Streets, Alleys, and Utilities:

Cronister has drafted an ordinance concerning utility deposits. She will have it available to be voted on at the next meeting. She also reported on the results of the Sangamon County Electric Consortium meeting. They are preparing to seek bids for a new two year contract for an electric supplier. The Village will be required to update its customer list.

Finance:

Brenning reported that she felt there was a need to update the outdated computers in the office. Copelin will get quotes and have them available for the meeting on the 26th of February. Brenning and Baer have completed the annual appropriation ordinance. After review by the Board it will be voted on at the next meeting.

Personnel:

Nothing to Report.

Health and Safety:

A discussion was held on the eLert notification system. The Divernon Fire Department has agreed to participate in the system. R. Rhodes will attend the next meeting of the Divernon Township to see it they will participate. There was a discussion on the best way to inform the public of its availability. A notice will be put in the Divernon News as well as the quarterly Village Newsletter.

Community Development:

Nothing to report.

Building Grounds and Lights:

Hedges gave an update on the search for a new accounting system. He has one more software package he wants to check on that is currently being used by the Otter Lake Water Commission. He hopes to have something in place by the beginning of the new fiscal year.

New Business:

The Village has received a proposal for the annual audit. This item will be placed on the agenda for the next meeting.

Beginning with the regular Village Board meeting of March 12, 2014 the Board will begin their meetings at 6:00 p.m. instead of 7:00 p.m.
