Board Meeting Minutes

February 13

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, February 13, 2013, at the Divernon Village Hall. Mayor Pro Tem Melissa Layton called the meeting to order at 7:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Larry Rhodes. Mayor Rhodes was absent.

A motion was made by Cronister to approve the minutes of January 23, 2013. Baer seconded and the motion passed 5-0.

Brenning presented the Village bills with a motion that they be approved. After Hedges seconded the motion, it was approved 5-0.

Crystal Ilsley and John Woods were present to work out an agreement with the Board to pay up their outstanding utility bill. They had previously had a leak and had been given an adjustment on the water bill. A portion of the bill was paid at the meeting with the remainder to be paid the following day.

Superintendent Report:

Superintendent Rhodes presented a request from the homeowners of lots 48 and 50 in Hi-Acres II subdivision to have lot 49 split between the two properties. They currently co-own the lot. Sangamon County will need approval from the Village before splitting the track for tax purposes. A motion was made by Hedges and seconded by Brenning to approve the request. The motion was passed 5-0. Rhodes also reported that his crew had found a large water leak out near Route 104 where an old line had rusted out. He also had several meters tested for accuracy and they tested well. A motion was made by Hedges and seconded by Baer to approve the upgrade of the Panhandle regulator station at a cost of $20,071. This work is required by the Illinois Commerce Commission.

Police Report:

Chief Harris and Sue Arter attended a meeting on the requirements of the Freedom of Information Act. Harris will also be attending a bi-monthly meeting of the Sherriff’s Department and he and his officers will be attending a rapid deployment class. As the weather begins to warm up he will be working on getting some properties cleaned up. Harris reported that he may have to have a light bar replaced on one of the squad cars.

Committee Reports:

Streets, Alleys, and Utilities:

Cronister reported that public hearings required for the electric aggregation issue have been scheduled. The hearings will take place at the Village Hall on February 21 and 27, 2013 at 6:00 p.m.

Finance:

A letter was received from the Illinois Comptroller’s Office requiring more documentation concerning the annual audit. Auditing firm Cameron, Smith and Co. will be contacted to address the issue.

Personnel:

Health and Safety:

Nothing to report.

Community Development:

Nothing to report.

Building Grounds and Lights:

A bid was received from Designer Landscapes for work in the Village. This was addressed at an earlier meeting. Hedges will contact them.
