The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, February 22, 2017 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”. Also in attendance were Superintendent Jeremy Rhodes and Police Chief Barclay Harris. Dianne Brenning was absent. Wayne Jones arrived at 6:35 p.m.

A motion was made by Hedges and seconded by Baer to approve the corrected minutes of February 8, 2017. The motion passed 4-0.

A motion was made by Copelin and seconded by Hedges to approve the executive session minutes of February 8, 2017. The motion passed 4-0.

Baer presented the bills with a motion that they be approved. After Copelin seconded the motion it was approved 4-0.

Keith Mefford was in attendance to address the Board about cars parking against the traffic on State Street. He said that at night headlights from both sides of the road can be confusing for drivers. Chief Harris said he would address the issue.

Supervisors Reports:

Public Works:

Superintendent Rhodes had a question about delinquent notices. They will continue to be sent out. He reported that new public works employee Craig Cox is working out very well so far. Rhodes said he will get together with Copelin as time permits to address the problem with some of the culverts in town.

Police:

Chief Harris and Officer Hayes attended a class on animal abuse and cruelty. Harris, Hayes, Officer Price and some part time officers attended a seminar on legislative updates for the new year. Harris and Mayor Rhodes looked into the issue as to how costs for Narcam would be reimbursed to the Village. The cost is $36.00 per use and at this point no reimbursement will be made to the Village. Harris is working on an updated ordinance regarding peddlers and solicitors. He distributed some examples for the Board to inspect and hopes to have a final draft for the next meeting.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Hedges distributed some examples for permits and fees for commercial buildings. He had three examples and after a discussion, the Board decided which they preferred. Hedges will clean up the language, and have finalized copy for the next meeting. R. Rhodes reported that we are still waiting for the EPA to sign off on the tank removal at the closed gas station before any other action can take place on the property. Molnar reported that Pilot Plus is looking for a place in the area of the truck stop on Route 104 to place a truck depot. He will work with them on finding a suitable location.

Public Utilities, Water, Sewer and Gas:

Nothing to report.

Finance, Personnel, Technology, GIS:

Baer reported that he and Brenning would begin working on the annual Appropriation Ordinance next week.

Public Safety, Police, Health and Safety:

A motion was made by Baer and seconded by Jones for Officer Hayes to receive a $1.00 per hour increase as he has completed his probationary period. The increase is retroactive to January 11, 2017.

Public Works, Streets, Alleys and Sidewalks:

Nothing to report.

Building Grounds and Lights, Parks, Recreation:

Nothing to report.

Old Business:

Molnar will have a resolution prepared for the next meeting to accept the new franchise agreement with Comcast Communications.

New Business:

None.

Motion by Hedges to adjourn at 7:48 p.m.
