Minutes January 14, 2015

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, January 14, 2015 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Melissa Layton and Pam Cronister were absent. Also in attendance were Police Chief Barclay Harris, Zoning Administrator Jeremy Rhodes and Superintendent Larry Rhodes.

A motion was made by Baer to approve the minutes of December 29, 2014. Copelin seconded and the motion passed 4-0.

A motion was made by Brenning and seconded by Hedges to approve the executive session minutes of December 29, 2014. The motion was passed 4-0.

Brenning presented the Village bills with a motion that they be approved. After Baer seconded the motion, it was approved 4-0.

Village Attorney Daniel Hamilton, of Brown, Hay and Stevens was present to update the Board on work being done to the building code section of the Village ordinance book. He went over a number of items he is working on, including nuisances and dangerous building.

Jeremy Rhodes was present to discuss changes being made to zoning ordinances that Hedges has been working on.

Supervisors Reports:

Public Works:

Larry Rhodes reported that repairs have been completed on the sewage lift station on Third Street. The storage tank for off road fuel rusted out and a new one was purchased at a cost of $1900.00. Mayor Rhodes presented a letter from the Otter Lake Water Commission informing the Village that an increase of 10 cents per thousand gallons of water will take place beginning on December 5, 2015. Brenning and Baer asked L. Rhodes to put together of list of large items he is looking to purchase in the new year for when they begin work on the appropriation ordinance.

Police Report:

Chief Harris reported that Josh Hayes, his newest officer began work on January 12, 2015. Hayes will be enrolled in the state’s eighty hour transitional program as soon as a class becomes available. The class is for officers transitioning from part time to full time status.

Committee Reports:

Streets, Alleys, and Utilities:

The audit done by the Department of Transportation of the Village’s Motor Fuel Tax funds has been completed. The Department determined that all funds had been spent in accordance with the requirements of DOT.

Building Grounds and Lights:

The final bill from Summitt Inc. was received. It will be put into the bills for the next meeting. Designer Landscapes presented a bid of $1235.00 for removal of the two evergreen trees near the Welcome to Divernon sign and replace them with three small trees. Brenning will check with them to see if the old trees can be taken out and replanted elsewhere or sold.

New Business:

The annual TIF Board of Review meeting will be held at the Village Hall on Monday, January 26, 2014 at 6:00 p.m. Representatives of all taxing bodies in the TIF district have been invited.
