The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, January 22, 2014, at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 7:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Superintendent Larry Rhodes and Police Chief Barclay Harris.

A motion was made by Hedges to approve the minutes of January 8, 2014. Baer seconded and the motion passed 6-0.

Brenning presented the Village bills with a motion that they be approved. After Baer seconded the motion, it was approved 6-0.

Winners of the annual Christmas light contest were present to receive their awards. First place went to Judy and Randy Graeser. Second place was Mary and Bob Bondurant and third place went to Shannon Sonneborn.

Superintendent Report:

Superintendent Rhodes reported on recent water line breaks. So far this winter there have been three water main breaks and one service line break. The most recent break on Lewis Street was hard to find because the water wouldn’t come to the surface. A lighting problem on the large truck has been fixed. His crew has been salting the roads as needed. Water meter readings may have to be estimated next month due to the weather.

Police Report:

Chief Harris reported on some issues with cars parked illegally. He also has had some minor damage to one of the squad cars which has been turned over to the insurance company.

Committee Reports:

Streets, Alleys, and Utilities:

Cronister made a proposal to change the policy on meter deposits. The Board tabled the proposal in order to check with the attorney on the legality of the proposal and to check with other communities about how they handle deposits.

Health and Safety:

Nothing to report.

Community Development:

Layton would like to get the quarterly newsletter out around the first of March. She would like to get the information about the Elert system in the newsletter. The system is currently being tested.

Building Grounds and Lights:

Hedges gave an update on the search for a new accounting system. A web demonstration has been scheduled for a system from Summit Utility Billing. This system was recently purchased by Auburn Illinois.

A motion was made by Hedges and seconded by Brenning to accept the bid from Designer Landscapes for weed control and fertilization of the Village Park and the area around the Village hall and garage. The total is $2064.80 for a five step process. The motion passed 6-0.

Old Business:

The annual TIF Joint Review Board meeting will be held on January 29, 2014 at 7:00 p.m. at the Village Hall. There is currently around $80,000.00 in the TIF fund. Cronister will put together a proposal for infrastructure improvements within the district for the meeting.

New Business:

The Citizens Efficiency Advisory Council will hold two meetings at Lincoln Land Community College on Thursday, January 30, 2014. The first will be at 4:30 p.m. which Cronister will attend. Mayor Rhodes will go to the meeting at 5:30 p.m.

Motion by Layton to adjourn at 7:59 p.m.
