The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, January 27, 2016 at the Divernon Village Hall. Mayor Pro Tem Derek Hedges called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Derek Hedges “Here”, Jamie Morgan “Here”, Melissa Layton “Here”, Larry Baer “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Jeremy Rhodes. Randy Rhodes and Jim Copelin were absent.

Brenning presented the bills with a motion that they be approved after adding an item for JULIE for $491.00. After Baer seconded the motion it was approved 4-0.

Tina Brooks was in attendance to get a payment plan approved for her water and gas bill. She plans to have the entire bill paid off by the end of February. If there is a problem she will come to the meeting on February 24, 2016.

Supervisors Reports:

Public Works:

Superintendent Rhodes received permission to purchase an Orion Mobile Receiver Kit at a cost of $3025.00. This will allow water and gas meters to be read by driving through neighborhoods. All new gas meters should be installed by the end of February. Some of the Christmas lights are still up. Mike Bolash has offered to take them down using his bucket truck, but has been busy with work of his own lately. If he isn’t available soon, the Board gave Rhodes permission to rent a bucket truck at a cost of $295.00 plus delivery. Ameren requires that the Village have the lights up no longer than six weeks. Rhodes has put together a rough estimate on replacing 480 feet of water main on South Street and looping it to First Street. The cost would be $15,000.00 using the Village crew. He will get with Benton and Associates to discuss this further.

Police:

Chief Harris reported that part time officer Paul Morgan is back to work. The Board gave Harris permission to attend the Executive Training Summit in Peoria Illinois from February 22 to 24 at a cost of $295.00. Baer asked about the status of body cameras for the officers. Harris replied that most agencies are waiting on direction from the General Assembly before making purchases.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Hedges reported that he, Mayor Rhodes and Morgan are working on an ordinance to regulate beer gardens and sidewalk cafes. He hopes to have it ready for review at the next meeting.

Public Utilities, Water, Sewer and Gas:

Nothing to report.

Finance, Personnel, Technology, GIS:

Brenning reported that she and Baer will begin work soon on the annual Appropriation Ordinance.

Public Safety, Police, Health and Safety:

Nothing to report.

Public Works, Streets, Alleys and Sidewalks:

Layton asked as to when the annual sidewalk replacement program would begin. The American Legion is interested in having the walks in front of their building replaced this year.

Building Grounds and Lights, Parks, Recreation:

Layton reported that the Board needs to be thinking about setting the dates for the annual clean-up day and garage sale. She plans to put off the next edition of the newsletter until the end of March.
