The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday July 26, 2017 at the Divernon Village Hall. Mayor Jim Copelin called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Jim Copelin “Here”, Wayne Jones “Here”, Melissa Layton “Here, Daryl Spelman “Here”, Larry Baer “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Jeremy Rhodes. Derek Hedges was absent.

A motion was made by Jones and seconded by Spelman to approve the minutes of June 12, 2017. The motion passed 5-0.

Brenning presented the bills with a motion that they be approved. Baer seconded, and the motion carried 5-0.

Supervisors Reports:

Public Works:

Superintendent Rhodes reported that the backhoe has been repaired and runs like new. He received two bids on replacing the clutch in the flat bed. The low bid was from Plaza Truck for $831.16. Mike McEvers of Benton and Associates has informed Rhodes that MFT funds can be used for sidewalk replacement if a supplemental program is submitted to IDOT. Brenning asked Rhodes if the memorial in park can be removed as the Lions Club will be replacing it with a new monument.

Police:

A motion was made by Spelman and seconded by Layton to approve ordinance 2017-007 dealing with peddlers and solicitors. The motion passed 5-0. A discussion was held concerning fines regarding weeds and rubbish. The ordinance is in place, specifics need to be added regarding the amount of fines. Layton reported that she has received some favorable comments about seeing police officers out and about.

Committee Reports:

Zoning, TIF, Building Permits:

Nothing to report.

Public Utilities, Water, Sewer and Gas:

A discussion was held on budget billing. It was agreed that those that are behind on their budget billing would be given three months to catch up on their bills, and in the future, all customers on budget billing should have their account paid up to date by May 1 of each year. Jones will draft a letter to those customers that are behind.

Finance, Personnel, GIS:

Brenning reported that on the recommendation of the auditors, that the MFT fund and the TIF fund should be moved to other banks to meet FDIC requirements. She suggested that MFT which had been in Illini Bank be moved to Marine Bank and the TIF fund moved to Town and Country Bank. The Board agreed to have her get the process started.

Public Safety, Health and Safety:

Copelin and Layton have been discussing ways to better communicate with the community. Layton is going to begin working on an issue of the Village Newsletter with the intent of guiding residents to use the Village Website. The web address is www.divernonil.gov.

Public Works, Streets, Alleys and Sidewalks:

Nothing to report.

Building Grounds and Lights, Parks, Recreation:

Spelman reported that Grace Price has begun cleaning the Village Hall. She will come in twice a month. He also reported that Craig Ladage has looked at the door that needs replaced on the Police Department, but he has not yet submitted a bid.

Old Business:

The Village received a thank you for their sponsorship of the Township Summer Reading Program.

New Business:

A motion was made by Spelman and seconded by Jones to employ Jeff Jurgens of Sorling Northrup as the Village Attorney. The motion passed 4-0 with Brenning voting present. Copelin will begin work with both law offices on making the transition.
