Minutes June 12, 2013

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, June 12, 2013, at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 7:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Larry Rhodes.

A motion was made by Hedges to approve the minutes of May 22, 2013. Baer seconded and the motion passed 4-0. Layton and Copelin voting present.

A motion was made by Cronister and seconded by Brenning to approve the executive session minutes of May 22, 2013. The motion passed 4-0. Layton and Copelin voting present.

Brenning presented the Village bills with a motion that they be approved after adding a bill from Banyon Inc. for $300.00 for online training. After Baer seconded the motion, it was approved 6-0.

Randy Olson and Kevin Zimmerman were present to request a donation for the Sportsman’s Club annual Fourth of July fireworks show. A motion was made by Baer and seconded by Layton to donate $200.00 towards the cost of the presentation. The motion was approved 6-0. It will be held on June 29, 2013.

Superintendent Report:

Superintendent Rhodes gave the Board an update on the sinkhole problem on Springer Street. It is being caused by old clay tile that has collapsed with the heavy rain this spring. All of the limbs have been picked up from the recent storms. The Village’s backhoe, bobcat and mower have all needed to be in the shop for repairs. Ron Killam attended the Gas Utilities Alliance annual meeting. Insurance costs with GUA will increase from $2.75 to $3.00 per meter with a $1000.00 deductible. Opening of bids for street maintenance will be held on Friday, June 21, 2013 at 1:00 p.m. at the Village Hall.

Police Report:

Chief Harris reported on repairs to the squad cars. The 2006 Impala will be traded in on the new police vehicle. Harris will be receiving training for rapid deployment the week of June 15, 2013.

Committee Reports:

Streets, Alleys, and Utilities:

Hedges presented the Board with a proposal to change the structure of water rates. It is designed to bring in the needed amount of revenue while reducing the minimum charge. The minimum usage would be reduced from 2000 to 1000 gallons. Cronister will study the proposal and report back to the Board. Cronister will put an ad in the Divernon News for those interested in replacing sidewalks this summer.

Finance:

Brenning reported the need to take a look at the Village’s cell phone plan. Too many minutes are not being used. Chief Harris will see when the contract expires and look at options.

Treasurer Angela Bristow requested the Board consider moving the trustee pay periods to the same as those of the full time employees and to put the Village on the equalizer plan for utility payments. The Board was in agreement. She also requested the Board look into getting the direct deposit module for the payroll system. Hedges will contact Banyon concerning this. A motion was made by Brenning and seconded by Layton to approve the annual Prevailing Wage ordinance. The motion was approved 6-0.

Personnel:

Nothing to report.

Health and Safety:

Copelin reported on a list of homeowners that will be receiving letters to clean up their properties. Others will be receiving fines. Some properties have already been cleaned up.

Community Development:

The next edition of the Village Newsletter will be going out in July. Layton asked for items that should be included in the newsletter.

Building Grounds and Lights:

Nothing to report.

Old Business:

Mayor Rhodes distributed some information concerning sales tax.

New Business:

A motion was made by Hedges and seconded by Cronister to approve gaming licenses for Leroy’s Bar and Grill and the Corner Bar. The motion was approved 6-0.

A motion was made by Cronister to approve liquor licenses for Leroy’s Bar and Grill, the Corner Bar, and the Auburn Travel Center. After being seconded by Layton the motion passed 6-0.

A motion was made by Baer and seconded by Brenning to employ Cameron, Smith and Company for the annual audit at a cost of $6550.00. The motion passed 6-0.

Motion by Layton to adjourn at 9:16 p.m.
