The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, June 22, 2016 at the Divernon Village Hall. Acting Mayor Jim Copelin called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Jim Copelin “Here”, Wayne Jones “Here”, Melissa Layton “Here”, Larry Baer “Here”. Also in attendance was Police Chief Barclay Harris. Randy Rhodes, Dianne Brenning, Derek Hedges, and Jeremy Rhodes were absent.

A motion was made by Layton and seconded by Baer to approve the minutes of June 8, 2016. The motion passed 4-0.

Baer presented the Village bills with a motion that they be approved. After Layton seconded the motion it was approved 4-0.

Jake Rettberg, Divernon’s representative on the Otter Lake Water Commission was in attendance. He was there to explain that upon the recommendation of their auditor the commission would be increasing water rates to member communities. There will be a 25 cent increase in December of 2016, 2017, and 2018. Current rates are $4.34 per 1000 gallons. For comparison, Rettberg said that the cost of 1000 gallons from CWLP was $5.88, South Sangamon Water Commission(Chatham) $6.85 and Carlinville $5.37.

David Catlin was in attendance to request the renewal of his liquor license for Maddy’s Tavern. He also wanted to bring the Board up to date on his TIF project. He and the Board agreed to move the reimbursements for the project back by one year each. He also wanted to find out the status of inspections for commercial building permits. He said that the current regulations the Village has agreed to with the County were cumbersome, and if the Village would come up with an alternative he could reopen Maddy’s within two or three months.

Supervisors Reports:

Police:

Chief Harris reported that Officer Price would be out until sometime in August.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Nothing to report.

Public Utilities, Water, Sewer and Gas:

A discussion was held concerning sewer rates, but no action was taken. Baer will speak with a representative of Benton and Associates about making a recommendation to the Village. Baer reported on a meeting he attended concerning the construction of Hunter Lake by the City of Springfield. Representatives, engineers and attorneys from Divernon, Pawnee and Virden were in attendance. CWLP wants to test the discharge from the sewer plants in the creeks to test nitrogen levels. It was agreed to let them do the testing, but in coordination with testing by the member communities. Baer also requested that Springer Street be closed the evening of Thursday, July 14, 2016 in front of the Methodist Church for a church function.

Finance, Personnel, Technology, GIS:

Nothing to report.

Public Safety, Police, Health and Safety:

Jones reported on a meeting he and Chief Harris attended with the Sangamon County Animal Control Department. The Village had received a large bill from the County for animal control. He explained that for every animal taken in by the Village that we would be charged for boarding for up to three days. Also if the County came down for a pickup, there would be a charge, unless there was a dog bite involved. The big problem has been trapping feral cats. Dogs are normally picked up by their owners, which in turn pay the fees. In the future, the Village will not be trapping cats. They will continue to trap nuisance animals.

A motion was made by Jones and seconded by Layton to renew the intergovernmental agreement with Sangamon County for animal control. The motion carried 4-0

Public Works, Streets, Alleys and Sidewalks:

Nothing to report.

Building Grounds and Lights, Parks, Recreation:

Nothing to report.

Old Business:

None.

New Business:

A motion was made by Layton and seconded by Baer to approve the annual Prevailing Wage Ordinance as required by statute. The motion was approved 4-0.

A motion was made by Jones and seconded by Layton to approve liquor license renewals for Maddy’s Tavern, Circle K, and the Corner Bar. The motion carried 4-0.

A motion was made by Layton to renew gaming licenses for Circle K and the Corner Bar. After the motion was seconded by Jones, it passed 4-0.

Motion by Baer to adjourn at 7:42 p.m.
