The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, June 24, 2015 at the Divernon Village Hall. Mayor Randy Rhodes called the meeting to order at 6:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Jeremy Rhodes. Jamie Morgan was absent due to attending a new trustee workshop. Jim Copelin arrived at 6:12 p.m.

A motion was made by Hedges to approve the minutes of June 17, 2015. Layton seconded and the motion passed 4-0. Baer voting present.

Brenning presented the Village bills with a motion that they be approved, after the motion was seconded by Baer, the motion passed 4-0.

Supervisors Reports:

Public Works:

Jeremy Rhodes reported that he received an estimate from Crossroads Ford that was similar to that of Bob Ridings to repair the F350 diesel. A motion was made by Brenning and seconded by Layton to purchase a new F250 from Bob Ridings Ford for $26,125.00. The motion passed 5-0. Ron Killam recently attended the annual Gas Utilities Alliance meeting. The GUA provides insurance for the Village’s natural gas system. The cost of insurance on the gas system will be increasing from $3.25 to $3.50 per meter. Rhodes also informed the Board that both new public works employees were working out well.

Police Report:

Chief Harris reported that the new cameras have been installed in the squad cars. The house at 212 East Dodds Street that was torn down needs some additional cleanup. There have been some reports of mailboxes being destroyed on the east side of town.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

The TIF attorney has sent the redevelopment agreement between the Village and David Catlin. The agreement will be sent to Catlin for his approval and then will have to be approved by the Board. A motion was made by Copelin and seconded by Hedges to impose a new building permit fee of $125.00 for commercial properties. This will cover the cost required by Sangamon County to do inspections on commercial buildings. The motion passed 5-0. Hedges asked if the Village should require proof of insurance from contractors when building permits are issued. No action was taken.

Public Utilities, Water, Sewer and Gas:

There was a discussion on imposing a meter fee on gas and water meters as many are in need of replacement. Baer will get together with Jeremy Rhodes to come up with a cost estimate and make a recommendation.

Finance, Personnel, Technology, GIS:

Treasurer Christine Nichols requested permission to transfer motor fuel tax funds from the existing account with Illinois Funds. The Board granted permission to move the motor fuel tax funds from the Illinois Funds account at US Bank to Illini Bank in Divernon.

Public Safety, Police, Health and Safety:

Nothing to report.

Public Works, Streets, Alleys and Sidewalks:

A motion was made by Brenning to award the contract to Illinois Road Contractors for the oil and chipping of Village streets at a cost of $46,610.00. Baer seconded and the motion was approved 5-0.

Building Grounds and Lights, Parks, Recreation:

Layton will check on the bush that needs to be trimmed in front of the Welcome to Divernon sign and check on the condition of the blocks.

Old Business:

Nothing to report.

New Business:

A motion was made by Layton and seconded by Brenning to award liquor and gaming licenses to the Corner Bar and the Circle K service station. The motion passed 5-0.

Mayor Rhodes received a letter from Sangamon County Clerk Don Gray announcing the Vital Records Mobile Unit. It will come to Divernon at designated times and will be fully capable to issue certified copies of birth, death, and marriage certificates to those residents who need them. It will be determined if residents would like this service and when a date is determined it will be advertised.

The Village will advertise for the position of animal control officer.
