Board Meeting Minutes

Minute June 26, 2013

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, June 26, 2013, at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 7:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Derek Hedges “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Larry Rhodes. Larry Baer and Dianne Brenning were absent.

A motion was made by Cronister to approve the minutes of June 12, 2013. Layton seconded and the motion passed 4-0.

Hedges presented the Village bills with a motion that they be approved after adding seven items. After Cronister seconded the motion, it was approved 4-0.

Superintendent Report:

Superintendent Rhodes reported on the following: The new regulator valve on the gas line extension has been installed as well as the new relief valve on the main gas line. Benton and Associates will have the water tower inspected for the one year inspection after upgrades last year. The tower will need to be emptied for this project. He and his crew are patching streets in order to prepare for the oil and rock later this summer.

Police Report:

Chief Harris reported that Officer Joel Gray is attending PACT camp (police and children together) with three local children this week. The new squad car is in and is being fitted with equipment and being lettered. Harris attended a conference for police chiefs last week. He also reported that he was able to have the cellular bill for the chief’s phone cut in half.

Committee Reports:

Streets, Alleys, and Utilities:

Office Manager Sue Arter was present to discuss with the Board the list of delinquent customers she deals with every month. She presented a letter she would like to send out explaining a new procedure for handling delinquent accounts. After discussion, the Board decided an ordinance will be prepared and voted on at the next meeting dealing with this issue. L. Rhodes reported that bids were opened on June 21, 2013 for the annual street maintenance. A motion was made by Cronister and seconded by Copelin to award the bid to Illinois Road Contractors at a cost of $29,406.30. Copelin gave an update on the new streetlight to be put in on Cornsilk Lane. The Village will receive a resolution from Ameren that will need to be approved. Cronister, L. Rhodes and Mike McEvers will meet on June 27, 2013 to go over the sidewalk upgrades.

Minute June 26, 2013

Health and Safety:

Copelin reported on the continuing clean up of several properties in the Village.

Community Development:

The next edition of the Village Newsletter will be mailed on July 28, 2013. Layton gave an update on her attempts to find the owners of the properties at 333 State Street and 609 State Street to try to have them cleaned up. The Village has boarded up the properties.

Building Grounds and Lights:

Hedges is dealing with Banyon Inc. and will have a proposal on the Direct Deposit module for the next meeting.

Old Business:

None.

New Business:

A motion was made by Hedges and seconded by Cronister to approve liquor licenses for A I Gas Sales Inc and Myra’s Homestyle Restaurant. The motion was approved 4-0.

A motion was made by Layton to approve gaming licenses for Myra’s Homestyle Restaurant and the Auburn Travel Center. After being seconded by Copelin the motion passed 4-0.

A motion was made by Cronister and seconded by Layton to donate $50.00 to the Divernon Township Library for their annual summer reading program. The motion passed 4-0.
