Board Meeting Minutes

Minutes March 11, 2015

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, March 11, 2015 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Larry Rhodes.

A motion was made by Layton to approve the corrected minutes of February 25, 2015. Cronister seconded and the motion passed 4-0. Baer and Brenning voting present.

Cronister made a motion to approve the executive session minutes from February 25, 2015. Copelin seconded and the motion passed 4-0. Baer and Brenning voting present.

Brenning presented the Village bills with a motion that they be approved after adding a bill to Utility Gas Management for $51,662.41. After Baer seconded the motion, it was approved 6-0.

Sangamon County Clerk Don Gray was in attendance. He was recently appointed to his post and wanted to introduce himself to the Board. He plans to make some county services available at the Village Hall sometime in the future. He would have staff come to county communities from time to time to provide these services.

Jake Rettberg and Dennis Ross from the Otter Lake Water Commission were in attendance. They brought the Board up to date on the improvements being made to the water plant. They recently completed a 1.2 million dollar project that replaced some of the original infrastructure at the plant. They also invited the Board or anyone else interested to make arrangements to tour the facility.

Supervisors Reports:

Public Works:

Larry Rhodes said that he had been getting a number of requests for rock to be put along the side of the streets where people park. With the spring thaw many of these areas are muddy. He said at this time, it’s just still too muddy and the ground is not completely thawed out yet. He asked that everyone be patient and rock can be spread at a later time. Hedges asked Rhodes about the rock that was used during street maintenance this year. He said he has received complaints about the amount of dust this year. Rhodes said that the old type of rock was not staying on the streets, but suggested a couple of options for next year. The new mower is to be picked up on Friday.

Police Report:

Chief Harris reported that new officer Josh Hayes has been working out well. The Board authorized the purchase of two car radios at a cost of $1900.00 each.

Committee Reports:

Streets, Alleys, and Utilities:

Cronister reported that she will be updating the Village’s ADA transition plan.

Minutes March 11, 2015

Finance:

Brenning reported that the annual appropriation ordinance will be on the agenda for the next meeting for passage. Treasurer Christine Nichols will have the Certified Estimate of Revenues at that time also.

Personnel:

Nothing to report.

Health and Safety:

Copelin will be attending the final meeting of the Sangamon County Hazard Mitigation Committee on March 31, 2015. They asked that Copelin add some language to the Village’s plan concerning those properties in the flood plain. They also asked for an update of major employers in the Village.

Community Development:

Layton reported that the quarterly Village Newsletter has been delayed as she has been gathering more information for it. The date for the annual Village wide garage sale has been set for May 2, 2015 and clean-up day will be on May 9, 2015. Flowers Disposal plans to begin house to house recycling on May 1, 2015. The disposal contract between the Village and Flowers will be on the agenda for the next meeting.

Building Grounds and Lights:

Hedges reported he had informed Nichols and office manager Sue Arter of a webinar he would like them to attend regarding a billing and accounting software program.

New Business:

A motion was made by Cronister and seconded by Brenning to donate $50.00 to the Divernon Girl Scout troop for their annual Easter egg hunt to be held at the Village Park on April 4, 2015 at 1:00 p.m. The motion was approved 6-0.

Motion by Layton to adjourn at 7:40 p.m.
