Minutes March 23, 2016

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, March 23, 2016 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Jim Copelin “Here”, Larry Baer “Here”. Also in attendance was Superintendent Jeremy Rhodes. Chief Barclay Harris, Dianne Brenning, Jamie Morgan and Derek Hedges were absent.

Baer presented the bills with a motion that they be approved. After Layton seconded the motion it was approved 4-0 with the Mayor voting.

Cecil Peveler of 10 Kirk Lane was present. He recently had been walking his dog when another larger dog attacked his causing a substantial injury. He was concerned that this was a vicious animal and some action needed to be taken. The owner of the larger animal has been ticketed, and also paid the veterinarian bills for Peveler. Mayor Rhodes will follow up with Chief Harris to make sure all protocols have been followed regarding vicious animals.

Supervisors Reports:

Public Works:

Superintendent Rhodes reported on a number of items. The tile project on Kenney Street has been completed. A ditch project on Towle Road is in progress. The water hydrant on the property of Dowson’s grain elevator has been removed. Most of the new meters have been installed and a tentative date to move to the new billing system has been set for April 1, 2016. The 2007 Ford truck has been repaired.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Nothing to report.

Public Utilities, Water, Sewer and Gas:

Nothing to report.

Finance, Personnel, Technology, GIS:

Treasurer Christine Nichols supplied the Board with the Annual Certified Estimate of Revenues. A motion was made by Baer and seconded by Layton to accept the estimate. The motion passed 4-0 with the Mayor voting. A discussion was held on the possibility of making liquor licenses good for one year instead of six months. Molnar will have a list of fees available at the next meeting for the Board to examine.

Public Safety, Police, Health and Safety:

Nothing to report.

Minutes March 23, 2016

Public Works, Streets, Alleys and Sidewalks:

Yard waste pickup was a topic of discussion that was brought up at the previous meeting. In the future large truck loads will be billed at $50.00 per load. Yard waste bags should have a sticker which can be purchased at the Village Hall. Residences that have bags without a sticker will be billed at the current rate. Mayor Rhodes reported that the sidewalks to be repaired last year that had been put on hold will be taken care of as soon as the contractor can schedule the work. An ad for this year’s sidewalk replacement program will be put into the local paper.

Building Grounds and Lights, Parks, Recreation:

Layton reported that she has begun work on the Village Newsletter. The date of the annual village wide garage sale has been set for May 7, 2016.
