Minutes March 25, 2015

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, March 25, 2015 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Jeremy Rhodes. Superintendent Larry Rhodes was absent.

A motion was made by Hedges to approve the corrected minutes of March 11, 2015. Copelin seconded and the motion passed 6-0.

Brenning presented the Village bills with a motion that they be approved, after the motion was seconded by Baer, it passed 6-0.

Supervisors Reports:

Public Works:

Jeremy Rhodes reported that the new mower was in and works great. He discussed with the Board problems with roads and ditches that need to be graded to get water off of the streets. Water causes streets to break down. He was asked what license would be the first he would like the new public works employee to get. Rhodes felt the water license would be best.

Police Report:

Chief Harris reported that new officer Josh Hayes will be attending full time officer training at Southwestern Illinois College from April 13-24, 2015. The cost to the Village will be $1190.00, but half of that amount will be reimbursed upon completion of the course from the Illinois Law Enforcement Training Standards Board. Two new radios were ordered for the squad cars at a cost of $3870.00. Part time officer John Bohme submitted his letter of resignation effective March 31, 2015. Harris will begin advertising for a new part time officer.

Committee Reports:

Streets, Alleys, and Utilities:

Nothing to report.

Finance:

A motion was made by Brenning and seconded by Layton to approve the annual appropriation ordinance (2015-002). The motion was approved 6-0.

A motion was made by Baer to approve the Treasurer’s Certified Estimate of Revenues. After Cronister seconded, the motion passed 6-0.

Personnel:

Nothing to report.

Minutes March 25, 2015

Health and Safety:

Copelin reported that the final meeting of the Sangamon County Hazard Mitigation Committee scheduled for March 31, 2015 was cancelled and will be rescheduled for a later date.

Community Development:

A motion was made by Layton and seconded by Brenning to approve resolution 2015-001, to approve a contract between the Village of Divernon and Flowers Disposal. The motion was approved 6-0. Layton reported that the annual clean-up day will be on Saturday, May 9, 2015 from 6:00 a.m. to noon.

Building Grounds and Lights:

Hedges reported that the draft of the zoning ordinance has been sent to the Village Attorney for his opinion.

Old Business:

Treasurer Nichols attended a webinar for an accounting and utility billing software package.

New Business:

None.

A motion was made by Layton to go into executive session at 6:52 p.m. for personnel issues and to review previous executive session minutes.

The Board returned to regular session at 7:17 p.m.

Executive session minutes from the following dates were opened to the public: 8/11/2011, 9/14/2011, 1/11/2012, 4/11/2012, 4/23/2014, 5/14/2014, 5/28/2014, 12/10/2014 and 2/11/2015.

Motion by Layton to adjourn at 7:19 p.m.
