The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday May 24, 2017 at the Divernon Village Hall. Mayor Jim Copelin called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Jim Copelin “Here”, Melissa Layton “Here”, Daryl Spelman “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance was Police Chief Barclay Harris. Wayne Jones and Jeremy Rhodes were absent.

A motion was made by Baer and seconded by Hedges to approve the minutes of May 10, 2017. The motion passed 5-0.

A motion was made by Brenning and seconded by Hedges to approve the executive session minutes of May 10, 2017. The motion passed 5-0.

Brenning presented the bills with a motion that they be approved with the following additions: $2838.91 for Blue Cross/Blue Shield, $32,837.94 for Bank of Springfield, and $2304.58 for Illinois Road Contractors. After Baer seconded the motion it was approved 5-0.

Supervisors Reports:

Public Works:

The street in the 600 block of High School has been repaired.

Police:

Chief Harris introduced Corey Reynolds, a candidate for part time officer to be interviewed later in the meeting. Harris distributed a draft of an ordinance to deal with peddlers and solicitors in the Village. He also asked that everyone be reminded to keep their doors locked on their homes and cars.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

The residence with the hot tub that was converted to a fish pond has placed a fence around it. Hedges put forward some options for dealing with something like this in the future, but recommended that this be dealt with on a case by case basis. Copelin reported he has spoken with the realtor in charge of the closed gas station. The realtor is waiting on reports from the EPA on soil samples taken before the station can be sold.

Public Utilities, Water, Sewer and Gas:

A motion was made by Hedges and seconded by Spelman to renew the wholesale water agreement with the Otter Lake Water Commission. The motion carried 5-0. Hedges will get with Jones to work on the possible discrepancy between water purchases and sales.

Finance, Personnel, Technology, GIS:

A motion was made by Baer and seconded by Layton to approve resolution 2017-002 to enter into an IRS 125 plan. The motion passed 5-0. A motion was made by Brenning and seconded by Hedges to enter into an adoption agreement with American Central Insurance to manage the Village’s IRS 125 plan. The motion was approved 5-0.

Public Safety, Police, Health and Safety:

Chief Harris gave the results of the traffic study conducted by the department regarding requests for stop signs. A motion was made by Brenning and seconded by Layton to make the intersection of South and State streets a four way stop. The motion carried 5-0. A motion was made by Layton to install stop signs on Third Street going north and south at the corner of South Street. Hedges seconded and the motion passed 5-0.

Public Works, Streets, Alleys and Sidewalks:

Molnar reported that the bid opening for work on the streets would be on Tuesday, May 30, 2017 at 2:00 p.m. at the Village Hall. He and J. Rhodes will attend.

Building Grounds and Lights, Parks, Recreation:

Copelin reported that Nellie Allen had submitted her resignation for cleaning the Village Hall. A discussion was held concerning having the building cleaned, but tabled the item. A motion was made by Spelman and seconded by Baer to have Williams Lane Carpet and Furniture Cleaning Services clean the carpets at a cost of $305.00. The motion passed 5-0.

Old Business:

None.

New Business:

None.

A motion was made by Hedges to go into executive session for personnel issues at 7:30 p.m.

The Board returned to regular session at 8:20 p.m.

A motion was made by Baer and seconded by Spelman to make the following wage adjustments retroactive to May 1, 2017. Jeremy Rhodes $2.00 per hour increase. Sue Covi 3% increase. Barclay Harris, Bill Price and Josh Hayes 5% increase. All part time employees 2% increase. The motion was approved 5-0.

A motion was made by Brenning to employ Corey Reynolds as a part time police officer at a rate of $12.00 per hour beginning immediately. Layton seconded and the motion passed 5-0.

Motion by Layton to adjourn at 8:25 p.m.
