The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, May 25, 2016 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Trustee Melissa Layton substituting for Clerk Rod Molnar called roll: Randy Rhodes “Here”, Wayne Jones “Here”, Melissa Layton “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, and Dianne Brenning “Here”. Also in attendance were Superintendent Jeremy Rhodes and Police Chief Barclay Harris.

A motion was made by Hedges and seconded by Jones to approve the minutes of May 11,, 2016. The motion passed 6-0.

A motion was made by Baer and seconded by Copelin to approve the executive session minutes of May 11, 2016 with changes to last paragraph. The motion passed 6-0.

Brenning presented the Village bills with a motion that they be approved. After Baer seconded the motion it was approved 6-0.

Recognition of Visitors

Sheila Cook made a presentation for Medical Compliance Services, Inc. She went over the fees for all employees. Medical Compliance Services serve over 170 companies in DOT consortium. She went over credentials of their employees. They are willing to work around our schedule and can do on-sight mobile collections.

Ben Spreen of Benton and Associates gave a presentation on Resolution for Maintenance of Streets. Mayor Rhodes asked questions about State Street Extension. Township has offered to help out with street if we wanted to continue the street, which is now under village control. At this time the cost for making repairs to that street is too much. Brenning made a motion to accept $45,995 Resolution for Maintenance of Streets, seconded by Hedges. The motion passed 6-0. Other updates from Spreen were that water main permit has been submitted to EPA and they have received a log that it has been received. EPA has 45 days to return permit.

Supervisors Reports:

Public Works:

Superintendent Rhodes stated that the Public Works crew has been busy. The water tower has been pressured washed. The rectifier is done with all anodes put in. PW employee Chad McCready was hurt on the job and will be out for 5 days. An incident report has been turned in to Risk Management.

Police:

Chief Harris reported that Dog Catcher Seck got bit by a dog on a call. He has been treated and dog taken care of. The contract with Dog Catcher was discussed. Homeowner will be responsible for expenses. He reported that Officer Price is in the hospital with a burst appendix and will be out for an unspecified time.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Mayor Rhodes reported that on the CDB permit processing. He reported on what several local communities do for their building permits for Business Properties. He said that we will need to look into an Occupancy Permit to make our permitting process more convenient to established and new businesses.

Public Utilities, Water, Sewer and Gas:

A motion was made by Baer to accept Medical Compliance Services bid starting July 1, 2016. A second was made by Jones with motion passing 6-0. Mayor Rhodes presented a letter from Otter Lake Water Commission with a new water increase.

Finance, Personnel, Technology, GIS:

Nothing to report

Public Safety, Police, Health and Safety:

Jones had nothing to report. Copelin stated that a tree at the house located next to school playground needs to be trimmed up and away from the play area.

Public Works, Streets, Alleys and Sidewalks:

Mayor Rhodes said that the Legion sidewalk had been looked at and the area directly in front of the building is the responsibility of the American Legion. It will be measured by Thurber Excavating.

Building Grounds and Lights, Parks, Recreation:

Nothing to report.

Old Business:

A motion was made by Brenning and seconded by Hedges to accept Ordinance No. 2016-003 “An Amendment to the Village of Divernon’s Liquor Ordinance in regards to fees and term of license.” The motion passed 6-0. The TIF agreement with Maddy’s Tavern was discussed. A decision about the agreement will be amended at next meeting.

New Business:

Mayor Rhodes presented an invitation for GSCC party for elected officials on September 15.

A motion was made by Copelin to go into executive session at 7:58 p.m. to discuss personnel.

The Board returned to open session at with a motion by Hedges at 8:36 p.m. No other action was taken. Motion by Hedges to adjourn at 8:42 p.m.
