Board Meeting Minutes

Minutes May 28, 2014

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, May 28, 2014, at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Melissa Layton arrived at 6:01 p.m. Also in attendance was Police Chief Barclay Harris. Superintendent Larry Rhodes was absent

A motion was made by Hedges to approve the corrected minutes of May 14, 2014. Cronister seconded and the motion passed 6-0.

A motion was made by Cronister to approve the corrected executive session minutes of May 14, 2014. Layton seconded and the motion passed 6-0.

Brenning presented the Village bills with a motion that they be approved after adding an item for $60.00 for an ad in the Divernon Homecoming book. After Baer seconded the motion, it was approved 6-0.

Mike McEvers of Benton and Associates was in attendance to present the engineering proposal for the annual oil and chipping of the streets. Reggie Benton and L. Rhodes had examined the streets at an earlier date. The proposal is for a total of $85,360.00. $81,460.00 for material and labor and $3900.00 for engineering. The bid opening will be at the end of June or first of July. A motion was made by Cronister and seconded by Layton to accept the proposal. The motion passed 6-0. McEvers also informed the Board that the low bid for the Safe Routes to Schools project came in at $183,195.00 from DMS Contracting Inc. A motion was made by Cronister and seconded by Layton to accept the bid. The motion was approved 6-0.

Police Report:

Chief Harris reported that the two new part time officers are continuing to do well. Harris feels that there is a need to look at replacing one of the squad cars. In addition, computers and radios will need to be upgraded in two of the cars. Copelin brought up that there are several motorized bicycles running on the Village streets and ignoring traffic laws and would like for Harris and his officers keep an eye on this.

Committee Reports:

Streets, Alleys, and Utilities:

Cronister reported that in addition to the Safe Routes program there would be some additional sidewalk replacements this summer. Some of it will be paid for with TIF funds. The Welcome to Divernon sign has been repainted and reinstalled at the edge of town.

Finance:

Nothing to report.

Minutes May 28, 2014

Personnel:

Baer has contacted the Forsyth Insurance agency about giving the Village bids on individual plans for employee health insurance. Lee Ann Flat will be at the next meeting to make a

proposal. The employees are currently covered under a group plan with R.W. Troxell. Mayor Rhodes informed the employees that there would likely be some changes to the employee health insurance plan.

Health and Safety:

Copelin mentioned a couple of properties that need to be cleaned up soon. This includes the old grocery store on the square and the two closed gas station properties near the interstate.

Community Development:

Layton reported that the Village Attorney is working on the process for having the condemned houses on State Street destroyed. She is also working on the next edition of the Village Newsletter and is asking for items to be placed in it. The decorative flower pots have been placed around the square. Donna Logue is now managing the Senior Citizens Center and is looking for ways to increase attendance. Layton and Hedges will look into the existing building codes for residential buildings to see if any changes need to be made.

Building Grounds and Lights:

Hedges reported that Watts Copy Systems will be installing the new copier/printer the first week of June. The old contract with Konica runs out on the first of June. There is a possibility the office may be without a copier for a day or two.

New Business:

The Divernon Homecoming dates have been set at July 11, 12, and 13, 2014. The Homecoming will be on Friday, Saturday, and Sunday this year.

A motion was made by Layton to go into executive session to discuss personnel issues and review previous executive session minutes at 7:19 p.m.

The Board returned to regular session at 7: 23p.m.

A motion was made by Copelin and seconded by Baer to open the executive session minutes of the following dates: 9/13/2012, 10/24/2012, 12/12/2012, 12/26/2012, 3/6/2013, 3/27/2013, 4/24/2013, 5/8/2013, 5/22/2013, 7/10/2013, and 7/24/2013. The motion passed 6-0.

Motion by Layton to adjourn at 7:34 p.m.
