The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, November 9, 2016 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Wayne Jones “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Treasurer Christine Nichols and Police Chief Barclay Harris. Melissa Layton was absent. Jim Copelin arrived at 6:50 p.m.

A motion was made by Hedges and seconded by Baer to approve the minutes of October 26, 2016. The motion passed 4-0.

Brenning presented the Village bills with a motion that they be approved. Baer seconded and the motion carried 4-0. The Board chose the option of paying the entire Illinois Risk Management Invoice of $40,650.00 instead of making payments. Under this option, the Village will receive the best discount from Risk Management.

Supervisors Reports:

Public Works:

Christine Nichols recommended that the invoice from Badger Meters for an annual maintenance agreement be tabled until March of next year. The original warranty has the meters insured until then.

Police:

Chief Harris has been keeping up on yards that need to be cleaned up and piles of brush being put along the streets.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Hedges had questions concerning the ordinance for the burning of leaves. He also reported that the request for a building permit for Maddy’s Tavern was still under review by Evan Loyd. Mayor Rhodes that the occupancy permits have been designed and approved. A supply will need to be ordered. Rhodes also gave an update on the work at the restaurant at Route 104. He also has heard nothing new on the report from EPA concerning the closed gas station on Brown Street.

Public Utilities, Water, Sewer and Gas:

Baer made the motion to change the way gas is marked up from the supplier to customers. Currently once the monthly price is received, it is marked up by 15% and an additional $2.40 per 1000 cubic feet is added for the final price. Under the new process, once the monthly price is received, $5.00 per 1000 cubic feet will be added to create the final price to the customer. The 15% mark-up will be discontinued. The change will take place on December 1, 2016. Additionally, on December 1st of each year ten cents per 1000 cubic feet will be added to the supplier’s price after the annual audit is reviewed. After Jones seconded, the motion was approved 5-0.

Finance, Personnel, Technology, GIS:

Nichols reported that the annual TIF payment to UCB is due soon.

Public Safety, Police, Health and Safety:

Nothing to report.

Public Works, Streets, Alleys and Sidewalks:

Nothing to report.

Building Grounds and Lights, Parks, Recreation:

Baer reported that the annual Christmas lighting contest will be judged on December 8, 2016. Prizes will be awarded to best motion display, best traditional display, and best theme. $100.00 will be awarded to each winner. The Village will supply $200.00 towards the prizes and the Fire Department will donate $100.00.

New Business:

The annual TIF Joint Review Board meeting will be held on December 14, 2016 at 6.00 p.m. at the Village Hall.
