Board Meeting Minutes

Minutes October 9, 2013

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, October 9, 2013, at the Divernon Village Hall. Mayor Pro Tem Melissa Layton called the meeting to order at 7:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Larry Rhodes. Mayor Rhodes was absent.

A motion was made by Cronister to approve the corrected minutes of September 25, 2013. Baer seconded and the motion passed 4-0. Hedges voting present.

Brenning presented the Village bills with a motion that they be approved after removing a bill from the Motor Fuel Tax fund for further review. After Hedges seconded the motion, it was approved 5-0.

Monica Harmon served as the spokesperson for a group of citizens that attended the meeting to discuss trick or treat hours. At the last meeting, the Board set trick or treat hours from 5:00-8:00 p.m. on October 31 only. In previous years trick or treating had been held on two nights. Harmon explained reasons for having two nights including giving kids the opportunity to go out one night and hand out candy on another. She also felt that homes that did not want to participate on the second evening had the option to turn out their porch lights. Board members explained that they had received concerns from others in the community about have two nights. They felt that a number of kids from out of town were coming into town on the second night. The Board decided to stay with one night, but extended the hours until 9:00 p.m.

Superintendent Report:

Superintendent Rhodes reported that the inspection of the water tower will take place on October 14, 15, and 16, 2013. He will use as much water as possible from the tower before draining it. The Village will run off of line pressure while the tower is out of service.

Police Report:

Chief Harris reported that Officer Neil Brown had completed his probationary period. Harris is working on securing donations to purchase a new bicycle for his bike patrol. He had been using one on loan from the Pawnee Police Department.

Streets, Alleys, and Utilities:

Cronister will contact Sign Craft sign repair to get an estimate on fixing the “Welcome to Divernon” sign. She also reported that the Board would need to pass a water rate ordinance at the next meeting to address the increase received from the Otter Lake Water Commission. Langheim Construction will have to return to complete one small section of the sidewalk replacement program that was overlooked. She will have Langheim submit a new bill for work done and have the remaining work done in the spring.

Health and Safety:

Copelin reported that he is working on areas around alleys that need to be cleaned up.

Community Development:

Layton reported that the newsletter is scheduled to be mailed this week. She also had received no new information from the Sangamon County Health Department concerning the abandoned houses on State Street.

Building Grounds and Lights:

Hedges reported on the conference call he and Treasurer Christine Nichols had with Banyon Data Systems. They were able to work out several of the concerns that the Village had with the software. Another conference call is scheduled for next week.

Old Business:

Molnar reported that the Illinois Counties Risk Management system has made proposal to take over the Village’s risk management program. They will be asked to come to the meeting on November 13, 2013 to make the proposal to the Board.

New Business:

None.
