Minutes September 24, 2014

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, September 24, 2014, at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Superintendent Larry Rhodes and Police Chief Barclay Harris.

A motion was made by Cronister to approve the corrected minutes of September 10, 2014. Layton seconded and the motion passed 5-0. Hedges voting present.

Brenning presented the Village bills with a motion that they be approved. After a second by Baer the motion carried 6-0.

Superintendents report:

Larry Rhodes reported that there had been some major electrical problems at the sewer lift station on 3rd street and Richards Electric was called in for assistance. Some large bills for repairs will be forthcoming. The caved in storm tiles on Lewis Street have been repaired. Rhodes said that the tile in this area is in really poor condition. Rhodes also requested a new salt spreader for the large dump truck. A motion was made by Brenning and seconded by Cronister to purchase a new spreader at cost of $3400.00. The motion passed 6-0. There has been no internet access at the Village garage for over two weeks, and Comcast has been contacted.

Police report:

Chief Harris reported that he had received the resignation of Officer Neil Brown to be effective on October 14, 2014. He is accepting applications for a new officer. Harris recently attended class for cell phone technology. They were instructed on how to track a phone in an emergency by using information from cell towers.

Committee Reports:

Streets, Alleys, and Utilities:

Cronister reported that she had contacted Langheim Construction to get a bid on the concrete pad near the train depot and also for walks to be replaced for the annual sidewalk program. She also gave an update on the Safe Routes to Schools Program. The contractor is mostly done and is working on cleanup. L. Rhodes said he had recently received some complaints about some of the work done, but had not had the chance to look into the individual complaints yet. He will get with the contactors supervisor to check them out. Mike McEvers of Benton and Associates will be coming to do a final inspection before the Village signs off on the job.

Finance:

Nothing to report.

Minutes September 24, 2014

Personnel:

Baer reported that a Lee Ann Flatt of Forsyth Insurance will be in attendance at the next meeting to make a bid on employee health insurance. Marc Petrelli of R.W. Troxell was scheduled to be at tonight’s meeting but was unable to have any firm numbers yet. He will be rescheduled for a later meeting.

Health and Safety:

Copelin gave an update on the requests for information from the Sangamon County Hazard Mitigation Committee. He and the Board went over the items requested line by line and gave them a level of importance. This information will be forwarded to the committee.

Community Development:

Layton reported that she has been working with Josh Collins of the Greater Springfield Chamber of Commerce on putting together an information package for the Village. County Board Representative Andy Goleman has asked the Chamber to help. Information is needed for the quarterly Village Newsletter. The Christmas lighting committee has met to discuss plans for this year. Their next meeting will be on October 7, 2014 at 7:00 p.m. at the Village Hall.

Building Grounds and Lights:

Hedges gave an update on the new accounting and billing software. L. Rhodes will take the old copier for his use at the Village garage.

Old Business:

Walker Sandblasting will be repairing the damage on the water tower. Their bid was $2400.00. All but $500.00 will be covered by insurance.

New Business:

A motion was made by Layton and seconded by Baer to set Trick or Treat hours from 5:00-8:00 p.m. on October 30th and 31st. The motion was approved 4-2. Hedges and Brenning voting no.

Motion by Layton to adjourn at 7:22 p.m.
