Minutes September 25, 2013

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, September 25, 2013, at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 7:00 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Melissa Layton “Here”, Pam Cronister “Here”, Jim Copelin “Here”, Larry Baer “Here”, Dianne Brenning “Here”. Also in attendance was Police Chief Barclay Harris. Derek Hedges and Superintendent Larry Rhodes were absent.

A motion was made by Cronister to approve the corrected minutes of September 11, 2013. Baer seconded and the motion passed 5-0.

Brenning presented the Village bills with a motion that they be approved after adding four outstanding items. After Baer seconded the motion, it was approved 5-0.

Lana Swain owner of the Corner Bar was present to request the use of the village park for the use of a snowball fight. It will be held on October 12, 2013 at 3:00 p.m. No alcohol will be allowed in the park.

Superintendent Report:

Superintendent Rhodes was not present. Mayor Rhodes reported that the annual gas leak survey was received from USDI. There were five small leaks detected. All have been repaired. The fire department has completed hydrant flushing. All were in working order.

Police Report:

Chief Harris reported that cleanup on the old grocery store property had been completed. The Village received the resignation of part time officer Trevor Daily. Harris has narrowed down the applications for part time officer to two and will make a recommendation to the Board.

Committee Reports:

Streets, Alleys, and Utilities:

Cronister reported that Langheim Construction had completed work on the annual sidewalk replacement program. Layton said that the sidewalk on Dodds Street where the tree had been removed recently needed some attention. Mayor Rhodes reported that several cars had been running the stop signs at the corner of Dodds and State Streets. Chief Harris will address this.

Finance:

Brenning reported that the annual audit has been completed and Cameron and Associates will be present at the meeting on October 23, 2013 to make a presentation. She also reminded the Board that a decision needed to be made on what to do about the problems regarding the accounting software purchased from Banyon Inc. It was decided to wait to see what Hedges had found out in his discussions with Banyon.

Personnel:

Baer reported that he had spoken with Mark Petrelli of R.W. Troxell. He has been looking into rates for employee health insurance and hopes to have quotes soon. He would like to renew the policy in December.

Community Development:

Layton is working on the newsletter. The annual Halloween Party sponsored by the American Legion Auxiliary will be held on October 27, 2013.

Building Grounds and Lights:

Nothing to report.

New Business:

R. Rhodes reported that DOT had oiled and chipped the road going out of town north of Henrietta Street. A motion was made by Baer and seconded by Brenning to set trick or treat hours from 5:00 to 8:00 p.m. on Thursday October 31, 2013. The motion was approved 5-0.

Motion by Layton to adjourn at 8:00 p.m.
