The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, September 14, 2016 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes “Here”, Wayne Jones “Here”, Melissa Layton “Here”, Jim Copelin “Here”, Larry Baer “Here”, Dianne Brenning “Here”. Also in attendance were Superintendent Jeremy Rhodes, Treasurer Christine Nichols and Police Chief Barclay Harris. Derek Hedges was absent.

A motion was made by Jones and seconded by Baer to approve the minutes of August 24, 2016. The motion passed 5-0.

Brenning presented the Village bills with a motion that they be approved. After Baer seconded the motion it was approved 5-0.

Amy Patton of Patton and Associates was in attendance to present the annual audit and answer any questions from the Board.

Bob Harbison of the 600 block of State Street was in attendance to see about getting a couple of properties in his neighborhood cleaned up. Chief Harris reported that clean-up has begun on each of the properties in question.

Don Belford was present to see if any work was going to be done on sidewalks this year. Mayor Rhodes said that work is scheduled to begin next week.

The Board approved a request by the Party in the Park committee to close Dodds Street on the Village square from Noon to 6:00 p.m. on Saturday September 17, 2016.

Supervisors Reports:

Public Works:

Superintendent Rhodes reported that new public works employee Ryan Woker is working out well. The charging system on the generator of the 3rd street lift station has been repaired. There is a leak on the forced main from the Village to the sewer plant. The backhoe needs to have the transmission replaced. The estimate for repairs is $16,250.00. Rhodes will put together a list of options for the next meeting. The street work for this year has been completed.

Police:

Chief Harris reported that he had to have Illini Tech in to deal with some issues he was having with his office computer. He is currently addressing yards that need to be cleaned up. He reported on a meeting he and Molnar had with Illinois Risk Management concerning the animal control officer position. Risk Management recommends having the work done by Sangamon County Animal Control. Harris will check with the county to see if the Village can be billed quarterly instead of annually.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Mayor Rhodes reported that a decision should be made by EPA concerning the removal of the tanks at the gas station within 45 days. Once approved the property may be available to be sold.

Public Utilities, Water, Sewer and Gas:

Ben Spreen of Benton and Associates is working on the water and sewer rate study. He requested some additional information from the Village.

Finance, Personnel, Technology, GIS:

Nichols requested that the Village’s general ledger be moved to QuickBooks. A motion was made by Brenning and seconded by Baer to approve her request. The motion carried 5-0. Baer reported that he had met with Marc Petrilli of R.W. Troxell concerning employee health insurance. Baer made the motion that the Village change from United Health Care to Blue Cross/Blue Shield beginning November 1, 2016. The savings to the Village will be around $800.00 per month. After Jones seconded, the motion passed 5-0.

Public Safety, Police, Health and Safety:

Upon a recommendation by Illinois Risk Management, a motion was made by Brenning to eliminate the Village’s animal control officer position and have animal control taken care of by Sangamon County. Jones seconded and the motion carried 5-0. The Village would like to thank Matt Seck for all of his work while in this position.

Public Works, Streets, Alleys and Sidewalks:

Nothing to report.

Building Grounds and Lights, Parks, Recreation:

Work to be done on trees in the Village square was tabled.
